[LON-CAPA-users] CSS: stylesheets within LON-CAPA problems?!?

Yes. And in fact there is no reason that the css has to be on
loncapa. http:// style refs also work.

The <link> is generated in the headers and comes right after the
lon-capa standard css link.

It's a problem parameter so the scope depends on where the setting of
the parm is.

Currently it only affects .problem and .task, I'll add it to
.html resources for 2.3.
