survey is just a mode of operation for a problem.

Any existing problem can be used as a survey.

In survey mode a problem is
 - never right or wrong (it's always graded as SUBMITTED)
 - can always have it's answer changed up to maxtries times as long as
   it is open
 - foil order display does not randomize
 - all foils are shown

Additionally there is a special data extraction mode in the STAT tools
to get out the selections, or text of any essays in an anonymous way.


Note, that the surveys are not actually anonymous as the answers
are still logged with the student's record and if you want to find out
what a user answered you can. But the reports you can generate can be
anonymous.


If you create a resource with a .survey extension it will default to
survey mode operation. If you want to use an existing .problem in
survey mode you can set the problem type to survey.
