[LON-CAPA-users] Uploaded files in Course Documents

If I upload an html file in Course Documents, or import one from resource
space, and then select it while navigating contents, the page opens without
the navigation headers at the top, so the student has to know to use the
"back button" here, whereas elsewhere during navigation he/she is supposed
to use the navigation buttons.
If instead I put the html file on a web server and merely upload the link, I
get the web page in a frame, with the navigation page in a frame above,
which is fine except that it doesn't look so nice.
Is there a way to make an uploaded document open in a new window instead of
overwriting the navigation window? Or is there a way to change the size of
the frame holding the navigation page in the second instance so there aren't
extra scroll bars there?
