[LON-CAPA-users] less folis in exam mode

I've thought before about this issue. Number of foils seems like a
variable that can make or break the utility of a question in the mind
of the instructor. So an otherwise perfectly good question might not be
useful simply due to having too few or too many foils. We might enhance
the value of the problems we all write if the other users could make
their own decisions about how many foils to show. Maybe I'll submit an
enhancement bug. Anybody else agree?
