both since LaTeX is just a set of macros on top of TeX

I'd highly suggest not using the <tex> normally.

<tex> -> this means you only want this to show up when you print
         when the resource is viewed on the web the contents are
         ignored

<m> -> this means you are embeding some LaTeX, and lon-capa should do
       it's best to try to convert it to be viewable on the web when
       it is viewed online, when printed we will just send it straight
       to the printout.
