Nope.
The dicsusshide parameter has a description in PARM of 
'Hide Closed Discussion'

This PARM controls whether after a problem duedate (or discussend) a
student is still allowed to see the discussion.

discussend ("Discussion End Time") is to be used for controlling
access to discussion. (If you set the discussion end time to be the
same or before the opendate, then students won't be able to post
ever.)
