Good question.  It seems to me that if you have
<hintgroup showoncorrect="yes"><startouttext />the hint<endouttext />
    </hintgroup>

Then the hint will show after the answerdate, only if at least one submission 
(either correct of incorrect) was made.  If there was never an attempt then 
the hint will never appear.

In that case, perhaps one could use the following instead 

<postanswerdate><startouttext />the hint<endouttext />
</postanswerdate>
