[LON-CAPA-dev] Non- UNIX based Users problems

Hi All,

The fix I just committed to lontrans will hopefully fix the last of
the silly non-UNIX users having issues where UNIX users don't.

lontrans.pm now sets $r->filename properly, and thus we don't care
about apace trying to do ~ fixup.
