[LON-CAPA-dev] CVS repository build note

Dear All:

loncom/build/parse.pl and
doc/loncapafiles/loncapafiles.html
are officially CVS deleted.

They were both deprecated and have been,
for some time, replaced by
doc/loncapafiles/loncapafiles.lpml
and
loncom/build/lpml_parse.pl

Also, loncom/build/readme.html is now up to date:

     "LON-CAPA Software Developer Instructions"
