[LON-CAPA-dev] removing httpd.conf and srm.conf

Dear All:

Purpose of loncapa.conf: have a well-defined web server configuration
that does not require overwriting Apache web server files.

Timeline of loncapa.conf implementation

Step 1.
Implement loncapa.conf and make part of post-installation of
Apache configuration files.
STATUS OF STEP 1: Completed for some time, has been tested and works.

Step 2.
Copy all of httpd.conf and srm.conf customizations into loncapa.conf
STATUS OF STEP 2: Tested and works

Step 3.
Remove httpd.conf and srm.conf from loncapafiles.lpml specification
STATUS OF STEP 3: Tested and works

Step 4.
CVS delete httpd.conf and srm.conf
STATUS OF STEP 4: There is no rush to this.  Besides, I do not
                  want to risk CVS deleting to interfere with
                  rendering of -r STABLE

Step 5.
access.conf --> loncapa.conf
Yes yes yes...  Red Alert, whistles, alarms... this has to be
done very cautiously and in a way that is very well tested/monitored.

STATUS OF STEP 5: Not done yet and no rush to do this.
