Internationalization / Localization

- all LON-CAPA screens completly translated (using &mt)
    -> major code changes neccessary

- less or no fragmental translations

- <languageblock> should work (-> Bugzilla)

- usage of same words for the same meaning within LON-CAPA

- Possibility that one and the same English word on two different
screens can have two different translations
