[LON-CAPA-admin] Using resources in /res/msu/mmp with perl 5.20 and newer

The Multimedia Physics Project (mmp) at MSU was a predecessor to LON-CAPA (see loncapa.org/images/timeline.jpg ), and the way problems in /res/msu/mmp in LON-CAPA were coded results in a TypeError from capa.so when checking whether the "computer's answer" satisfies tolerance and sig fig constraints on distros running perl 5.20 or newer.

If you currently use (or plan to use) /res/msu/mmp resources in your LON-CAPA courses and are running RHEL/Oracle Linux/AlmaLinux/Rocky Linux/CentOS Stream 8 or later, or Ubuntu 16 or later,, or Debian 10 or later, or SLES15, or Fedora 22 or later you will need to update caparesponse.pm from the version included in the LON-CAPA tarball for 2.11.5 (and older).
