[LON-CAPA-admin] Updated version of psutils in LON-CAPA repos for RHEL8 and related distros

When LON-CAPA was first supported in 2021 for RHEL8, AlmaLinux 8, Rocky Linux 8, Oracle Linux 8, and CentOS-Stream 8, a requirement was included to use psutils 1.23, because the newer 2.03 version available from the EPEL repo lacked functionality needed by LON-CAPA.  The problem persisted with subsequent updates to psutils 2.04 and 2.05 in EPEL.

However, since then psutils 2.07 has been released, which restores the needed functionality.  Accordingly, I have added a psutils 2.07 rpm to the LON-CAPA repos for RHEL8 and related distros (Alma, Rocky, Oracle, CentOS-Stream), and have updated the version requirement in the latest LONCAPA-prerequisites (1-26.2) for those distros.

If you use the commands:

dnf config-manager --disable loncapa-updates-noarch
dnf config-manager --enable loncapa-updates-noarch

you will update the loncapa-updates-noarch repo, and then be able to use:

dnf update

to update to psutils 2.07.

If you followed the guidance in an earlier post to this list in December 2022 to add
exclude=psutils to the [epel] section in /etc/yum.repos.d/epel.repo, you can now remove that added "exclude=psutils" line in epel.repo.
