[LON-CAPA-admin] German translation not working after update

Hi,

I recently upgraded our lon-capa installation from 2.10.0 to 2.11.1, now
the german translation (the default language used in 2.10.0) seems to
have stopped working. Other translations work just fine, but when
switching to german, everything stays in english.

Did I forget something?
