[LON-CAPA-admin] Confirm self creation of user accounts

Hi Stuart,

It is probably not the usual case to allow self creating of user 
accounts without a reliable authentication mechanism, e.g. LDAP, as used 
for our production server. It's working fine there and saves a lot of 
manual work.

Our special server is meant for demonstration purposes and installed as 
standalone. We like to keep track of which users exist while new users 
should have an easy way to get access. In this case, using the helpdesk 
form should work as we don't expect huge masses.
