[LON-CAPA-admin] Course not re-initializing

A user ran into a problem editing his course. He was not able to reinitialize the
course from within LON-CAPA on his server.

When he logged into a different server, everything was fine.

It was probably related to the id file.

I seem to remember this happening to others. Does anyone know what causes
it? (Clicking to quickly and interrupting changes?). They are using 2.9.0, so this
may have been fixed in 2.10.
