[LON-CAPA-admin] Unable to create a filesystem user

I am trying to create a filesystem user and is not able to so. The 
message coming back from loncapa is

Creating user "AnalChemLib" in domain "fsu"
Generating user: error: con_lost
Home server: no_host

On lonnet.log there is the following message.

Thu Mar  1 12:45:29 2007 (28172): Call to modify user fsu, 
AnalChemLib, , unix, , , Introduction to Analytical Chemistry (CHM 
3120C), (forceid: ) desiredhome = fsul1 by fsudc at fsu in domain fsu

loncapa does create the AnalChemLib directory but it does not have 
any files like passwd .. in it. The lcuseradd has the following permission

-rwsr-sr-x  1 root root   17187 Jan 15 09:28 lcuseradd

Any suggestion why the user is not created? I suspect some permission 
settings for scripts like lcuseradd but that seems right.
