Hrrm, did you install x86_64 editions on both servers?

If so then 

Are the files in /home/httpd/lonUsers/ owned and both readable a
writable by user www ?

Can you double check that lonc/d are runnign as user www?

Can you double check that the webserver is running as www?

Also doing this should produce some output:

(as user www)
perl /home/httpd/perl/debug/dump_db.pl /home/httpd/lonUsers/fhwf/b/i/s/bisitz/roles.db
