Yep.

Should only be turned on on one machine 'the balancer'

Note that currently the balancer machine will avoid hosting any
sessions at all, they all immeadiately get balanced off, so it's a
good position for a slow machine.

httpd on the machine that you changed spare.tab on.

You can just do reload to avoid refusing any connections.
