[LON-CAPA-admin] Rare Randomization Changing Bug in 1.99.2

There is a randomization changing bug in 1.99.2, it affects only
problems that are

- used in a course that was created using 1.99.*
- have multiple parts, or multiple responses
- have conditional hints
- have a <radio/match/option/rank/response> folowing the conditional
   hint

The affect of the bug is that the printed randomization is different
than the displayed randomization. And the randomziation on a
<radio/match/option/rank/response> that follows a conditional hint,
can change once the hint is displayed.

To fix it today. 1.99.3 will come out this Friday and will include
this fix.
