Yes, we have generally done it here by doing a fresh install rather
than doing an upgrade.

It has worked well in the past. (In fact Matthew did a RH7.3 -> FC2 ->
FC1 -> RH7.3 in one night. Don't ask.)

Generally the order is
1) backup /home and /etc
2) do the FC2 install, while _not_ formatting /home
3) restore files in /etc (passwd/shadow loncapa.conf etc.)
4) do the loncapa install

And it should be good to go.

If you try doing with apt/yum let me know how it goes.
