[LON-CAPA-admin] 1.0.1 bug??

There appears to be a bug in 1.0.1 relating to the setting of time. I
just changed a due date for a student, and set the time to 11pm, and it
shows up as 14h 00 min 00 sec on the PARM display in the Default Value
column. This didn't happen with v.1.0.0.
