You can either

1) copy the correct timezone dta file from /usr/share/zoneinfo 
   to /etc/localtime

or
2) Use redhat-config-time


After doing either I would suggest rebooting the machine so that
all of the services notice the changed timezone. But atleast restart
the webserver, and the loncapa services.

Nothing, Lon-CAPA stores everything internally in UTC, and converts to
the current timezone when asked.
