On a development machines, this should get automatically installed, 
namely into

  /home/httpd/lib/perl/Apache/

- it should also make a new subdirectory

  /home/httpd/lib/perl/Apache/localize

into which files like de.pm, pt.pm, and ja.pm should go.

On a production machine, neither of these files or directories should 
be present.
