Hi Neighbors,

I would propose:
* installing (overwrite-style) localauth.pm as
  localauth-std.pm

IF: a localauth.pm already exists when UPDATE is run
    (and is different that localauth.pm),
    the sysadmin will receive something like
    **** WARNING **** your localauth.pm differs from
                      localauth-std.pm, be sure to double-check
                      diffs etc to be sure your localauth.pm is
                      compliant with this release of LON-CAPA

ELSE IF: a localauth.pm does not exist, then a soft-link is
         made

Is that better?  (Apache, in their cvs releases, seems to be in
the habit of installing httpd.conf now as httpd-std.conf...making
MANY PEOPLE happy now; thus this solution).
