[LON-CAPA-admin] 7.3 install help

Hey, everything appears to work now - I didn't do anything, so perhaps
this was just a cache issue. The reason I couldn't log on was probably
that the login page wouldn't fully load the first few times I tried to
access it, but now it loads fine - for no apparent reason.
