[LON-CAPA-admin] LON-CAPA update--failed loncontrol start

	Hello!

	After doing the last LON-CAPA update to 1.0.99.1, I was unable to restart
'loncontrol'.  I can stop loncontrol, but when I start it I end up at a
message saying
	. BCHSLib down
	..........

	Did anyone else have problems with this?  If so, how'd you fix it?  I guess
this was affecting the loading of images and stuff for students last night.
I don't know if they were still able to submit answers to the problems.
